The Government Recognizes Only 3 Types of Affordable Housing

To receive official government support, a housing project must fall under one of these three categories:

  • Affordable Rental Housing — for students, workers, and urban migrants

Developers can apply for government investment and incentives — but only if their projects meet strict conditions under one of these three types.

What Every Approved Project Must Have

Regardless of type, all government-supported affordable housing projects must:

  • Use no more than 70% of total land area for construction
  • Maintain green landscaping within the project
  • Submit a preliminary Environmental and Social Impact Assessment

Who Actually Qualifies to Live There?

Each housing type targets a specific income group:

Social Housing is for Cambodian citizens aged 18 or older who are homeless, vulnerable, low-income, or being relocated from unorganized or temporary settlements. Monthly housing costs are capped at 10% of household income.

Affordable Ownership Housing is for Cambodian citizens aged 18 or older who do not own a home and earn no more than 3,200,000 Riel (~$800 USD) per month per household. Buyers must have a bank account or proof of income, and cannot resell the property for 5 years after receiving ownership.

Affordable Rental Housing targets students, factory workers, and people migrating to cities, with a household income cap of 1,600,000 Riel (~$400 USD) per month. A savings account or payroll account is required to apply.


Location Also Matters

It is not just about price and income. All three housing types must be located near schools, industrial zones, commercial areas, or urban centers, and must provide access to clean water, electricity, telecommunications, and transportation. A low-cost unit in an isolated location with no infrastructure simply does not qualify.


So, Is All Low-Cost Development Affordable Housing?

Not at all. A developer can build inexpensive units anywhere and market them as "budget-friendly" — but without meeting the government's criteria on location, income eligibility, infrastructure, and environmental compliance, that project is just another commercial development, not affordable housing.

The policy exists precisely to protect low-income Cambodians from misleading claims and to ensure that government resources go only to projects that genuinely serve those who need them most.
